On May 2, 2025, the Embassy of Japan in Pakistan hosted the “Pakistan-Japan Human Resources Stakeholders Meeting” at the Ambassador’s Residence in Islamabad. His Excellency Mr. Akamatsu Shuichi, Ambassador of Japan to Pakistan, convened the event to foster deeper collaboration between both nations in developing human resources.

Around 70 key stakeholders from public and private sectors participated in the meeting. The event featured high-level dignitaries including H.E. Mr. Chaudhry Salik Hussain, Minister for Overseas Pakistanis and Human Resource Development; H.E. Ms. Shaza Fatima, Minister for Information Technology and Telecommunications; and H.E. Mr. Mohammad Awn Saqlain, Minister of State for Overseas Pakistanis.

Japanese & Pakistani Organizations Take the Lead
Representatives from prominent organizations such as Plus W, Proud Partners, Japan Pakistan Innovation Institute (JPII), and Japan Station were present. Major Japanese institutions like the Japan International Cooperation Agency (JICA) and Japan External Trade Organization (JETRO) also contributed to the dialogue.

The meeting focused on meeting Japan’s increasing demand for skilled Pakistani workers, especially in IT, healthcare, construction, agriculture, and manufacturing sectors.

Ambassador Akamatsu’s Remarks
In his opening statement, Ambassador Akamatsu praised the growing recognition of Pakistani professionals in Japan and emphasized the bilateral benefits of human capital exchange.

“The evaluation of Pakistani talents in Japan is becoming higher and higher. Japan seeks high-quality human resources, and by engaging with Japan, young Pakistani talents will contribute significantly to strengthening the Japan-Pakistan relations,” he stated.

He also highlighted Pakistan’s participation in the ongoing Osaka-Kansai Expo, where the Pakistan Pavilion—featuring pink salt—has gained popularity. The Ambassador encouraged more Pakistanis to visit Japan and experience its human-friendly technologies.

Ministers Call for Deeper Collaboration
Minister Salik Hussain applauded the partnership between the Overseas Employment Corporation (OEC) and PlusW, noting the expansion of Japan's Specified Skilled Workers (SSW) program.

Minister Shaza Fatima discussed the recent success of Pakistani IT companies at Japan IT Week in Tokyo, where deals worth over $600,000 were secured. She advocated for more tech roadshows and suggested including IT and telecom in Japan’s Human Resource Development Scholarship (JDS) program.

Stakeholders Share Initiatives
Speakers from JICA, JETRO, Plus W (celebrating its 5th anniversary), the OEC, and a bilingual Pakistani university student shared progress on their initiatives to boost workforce collaboration and strengthen people-to-people ties.

The meeting ended with a joint commitment to advance sustainable cooperation between Pakistan and Japan through structured human resource development and cross-border employment opportunities.
